The General Assembly in Springfield has completed the 2023 Spring Session. The ILBA had a successful Spring Session. Again, thanks to the over 70 ILBA members that met with Senators and Representative on our March 22, 2023 Lobby Day in Springfield. Additional thanks to the ILBA Government Affairs Chairman, Eric Meyer.
Passed: SB89 HA2 – The ILBA helped pass an extension to Cocktails – To – Go. Cocktails-To-Go (following Governor J.B. Pritzker’s signature) will be in effect now until August 1, 2028.
Defeated: The ILBA helped defeat several “Bad” proposals this year. However these “Bad” Bills will continue to resurface in the future. A few Bills that the ILBA helped to kill are:
HB2239/SB1656 – Internet Gaming – Defeated
SB85 – Beverage Container Refund – Defeated
HB2376 – Eliminate Styro-Foam Food Service Containers – Defeated
SB0058 – Eliminate Single-use Plastic Disposable Food Containers – Defeated
In Progress: HB3811 – Biometrics Information Privacy Act – The ILBA is working with a large coalition on the Biometrics Information Privacy Act. HB3811 is currently on Hold. Our coalition issued the following statement:
“We thank Senate President Pro Tempore Bill Cunningham for his tireless and patient leadership in attempting to negotiate changes to the state’s ambiguous Biometric Information Privacy Act. Our goal through this process was to provide compliance clarity for entities operating in Illinois while maintaining strong privacy protections for individuals. While we are disappointed an agreement was not reached this Spring, we are hopeful a path remains to provide clarity surrounding the law, as requested in recent decisions by the Illinois Supreme Court. We continue to believe it is possible to implement a solution that balances personal security and common-sense application.”
