Illinois Department of Public Health changes resurgence criteria for opening bars and restaurants in various regions.
- Region 3 (Springfield, Quincy) and Region 5 (Southern Illinois) move back into Phase 4
- Region 1 (Rockford), Region 2 (Rock Island, Peoria, Bloomington), Region 6 (Champaign, Decatur, Effingham) move to Tier 1
- Regions 8,9,10,11 (DuPage, Kane, Lake, McHenry, Suburban Cook, and City of Chicago) move to Tier 2
- Region 4 (Metro East) and Region 7 (Will & Kankakee) remain in Tier 3

Phase 4 – Bars and restaurants open with capacity limits and IDPH approved safety guidance.
Tier 1 – • All bars and restaurants close at 11pm and may reopen no earlier than 6am the following day • Indoor service limited to the lesser of 25 guests or 25% capacity per room • Establishments offering indoor service must serve food • Indoor service reservations limited to 2-hour maximum duration and maximum 4 persons per party (dining only with members of the same household recommended) • All bar and restaurant patrons should be seated at tables • No ordering, seating, or congregating at bar (bar stools should be removed) • Tables should be 6 feet apart • No standing or congregating indoors or outdoors while waiting for a table or exiting • No dancing or standing indoors • Reservations required for each party • No seating of multiple parties at one table • Includes private clubs and country clubs
Tier 2 – All bars close at 11pm and may reopen no earlier than 6am the following day • No indoor service • All bar patrons should be seated at tables outside • No ordering, seating, or congregating at bar (bar stools should be removed) • Tables should be 6 feet apart • No standing or congregating indoors or outdoors while waiting for a table or exiting • No dancing or standing indoors • Reservations required for each party • No seating of multiple parties at one table • No tables exceeding 6 people * Restaurants • All restaurants close at 11pm and may reopen no earlier than 6am the following day • No indoor dining or bar service • Tables should be 6 feet apart No standing or congregating indoors or outdoors while waiting for a table or exiting • Reservations required for each party • No seating of multiple parties at one table • No tables exceeding 6 people *
Tier 3 – Same as the current situation across most of the state.
VGT Reopening Information. Regions that became eligible today have not had gaming reopening info announced. Prior eligible regions had VGT reopening at 8am either the next day or 2 days later. Feel free to check with your Video Gaming Terminal Operator for more information.
